Europe experienced widespread relief on Monday, as the crisis caused by the presentation of a new 28-point plan for ending the war appeared – temporarily – to have been stabilised. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: a renewed assault of aerial bombardment on Kyiv.
The Pattern of Negotiation and Warfare
The succession of opposing developments captured the grim essence of the current period. By day, diplomatic battles are waged: optimistic declarations are issued from different nations. Considerable effort is expended on containing particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the key method for achieving "peace".
After-Dark Attacks
As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is able to track projectile deployments from Russian territory, a capacity provided through current data. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to intercept incoming guided weapons flew past – sophisticated military planes supplied to Ukraine by NATO members.
Moments later, Kyiv's air-defence systems engaged: defensive missiles fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably supplied through allied countries. Every deployment creates sudden vibrations, rattling buildings. The moment of terror quickly transforms into resigned acknowledgment: maybe the hostile projectile won't hit its mark this time, protecting urban areas from ruin and additional electricity failures.
Persistent Threats
Not long after, a automatic firearm engaged a unmanned aircraft in the vicinity, part of a mobile-fire group – most likely allied-provided weaponry. Unfortunately, the bullets missed the hostile drone – it pressed on overhead toward its objective.
Periodically, this carried on until dawn. Kyiv greeted the morning news: seven people killed, damage and heating outages in many homes as a result of the nocturnal offensive. As customarily, everyone still continued their routines – experiencing conflict. But those entire period illustrated Ukraine's vital need on external assistance – a dependence that neighboring countries are demonstrably unable to replace in the near term.
Unsuccessful Negotiations
The 28-point plan from US administration sparked intense emotion, controversy and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new approach from US leadership unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually win the battle. This pattern will, certainly, continue.
Political Considerations
It is convenient to criticize particular leaders of repeatedly advocating Russian terms. But that does not seem to be the complete picture. Washington works based on a premise familiar among international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The White House believes that it is impossible to compel Moscow to relinquish the land that it already controls in Ukraine's south or east.
The issue is that while acknowledging this situation, US leadership does little to deter Moscow, through diplomacy or military means, from thinking that the situation will not evolve additionally in its benefit in the near future.
Divergent Views
Therefore, the Kremlin is confident that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their reason to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be many attempts to end hostilities, but they will continue as long as Russia's leadership remains supremely confident in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing civilians and areas but averting a total frontline collapse until circumstances change in its benefit.
Current Realities
Realistically, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: leadership ambitions to negotiate peace and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their priority does not switch to domestic problems. And although their objective will now be significantly challenging after current events, it remains very improbable that this will alter their fundamental strategy.
These opposing factors are influencing discussions.
Conclusion and Outlook
It took a mere seven days to kill the proposed articles of the current initiative. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, recent disclosures, all served their function.
While new proposals based on established approaches are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and show specific hesitation to change the course of events, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, mainly require sustained allied backing.
